Spearheaded by Sigal Shapira, our Real Estate, Zoning and Construction practice group enjoys a strong track record in representing foreign and domestic real estate companies, private and publicly-owned developers, landowners and investors, in all aspects of real estate development, capital deployment, financing, zoning and construction.

We also provide vital support to international companies and individuals taking their first steps into the Israeli real estate market, covering the full cycle of residential and commercial development. To that end, we advise and deal with the regulatory authorities, create and examine the structure of a transaction, negotiate financing terms with various financial institutions and entrepreneurs, and advise on dealing with land taxation issues, drafting various related agreements (e.g. joint ventures, purchase, sale, rent, combination, division, urban renewal, construction), and so forth.

We are involved in Israel’s most complex, large-scale projects, and regularly represent clients in a variety of transactions. We also advise on some of the largest urban renewal projects under construction, as part of a national program for the rehabilitation of urban sites, and projects involving National Outline Plan 38 (reinforcement of existing structures). Our practice group specializes in challenging real estate aspects of national infrastructure projects, from the initial statutory phase, through the expropriation process, and up to the execution of the project. Should the projects experience breaches of contract, construction delays, or other contentious matters, our Litigation department is well versed in a wide variety of real estate litigation.

We are currently managing projects including (cumulatively) approximately 17,000 residential units, 14,000 of which are in urban renewal projects. In recent years, our practice has negotiated financing agreements exceeding ILS 2 billion (cumulatively).

From the very outset of a project, we advise governmental and private entities on a regular basis on statutory procedures for obtaining approvals of zoning and construction plans at all levels, including representation before various planning institutions and courts, expropriation proceedings, and transactions with the Israel Land Authority.
