Tadmor Levy's Eyal Ofer, Head of Environmental Law and Sustainability, argued that "the ammonia event in Acre is mainly due to the lack of planning and the close proximity of industrial plants to public services. There seems to be some sort of "push" by local authorities to set up malls, regardless of their proximity to industrial zones. The concern is that the factories will be punished unfairly for the lack of proper urban planning".
