Our astute familiarity and successful track record in dealing with issues arising under Mandatory Tenders Law, 5752-1992 and the Mandatory Tenders Regulations, 5753-1993 ensure that we are a primary destination for bidders and issuers engaged in a tender process - from the preliminary stages of Request for Information (“RFI”) and Pre-Qualification until bid submission, selection, contract execution, performance and any related litigation, in the event there is a dispute over the tender process or the result.

Our sophisticated, interdisciplinary team represents international and domestic companies, as well as the Accountant General in the Ministry of Finance, the Ministry of Transportation, the Ministry of Defence, the Ministry of Regional Cooperation and other major ministries and governmental entities in some of Israel’s largest public tenders. We also represent international and domestic companies in complex international public tenders issued abroad and in competitive bidding processes held by private sector players.

Notably we are currently advising:

      • the Ministry of Finance and the Ministry of Environmental Protection on a tender for the design, financing, construction, operation, and maintenance of a waste processing facility -
        one of the first biomass energy projects to be undertaken in Israel;
      • the Ministry of Finance and the Ministry of Transportation on the tender for the design, finance, construction, operation and maintenance of the Jerusalem Light Rail Project, one of the largest and most complicated infrastructure projects in Israel;
      • NTA on the development and construction of the Purple Line of the Tel Aviv Light Rail Project, the tender for the design, finance, construction and maintenance of the Green Line, the development of the Red Line, and tenders for the design of the future Metro System;
      • the State of Israel throughout the pre-qualification and tender stages in all five of Israel's major desalination projects - Ashkelon, Palmachim, Hadera, Sorek and Ashdod;
      • Shanghai International Port Group Limited, which won the bid for building and operating the new Bay Port Terminal in Haifa;
      • many of Israel’s educational institutions on their tenders;
