Shimon heads our Defense & Homeland Security Desk.

Shimon represents foreign companies looking to do business in Israel in the field of homeland security, and assists and advises on collaborations between foreign corporations and Israeli defense companies. He also advises foreign corporations in their acquisition of systems and surplus from the Israeli Ministry of Defense.

Shimon also represents small and medium-sized Israeli security companies before the Ministry of Defense and foreign defense companies, advising them on adaptation in order to promote G2G collaborations with selected target countries. He also advises on Israeli regulation with respect to the Defense Export Control Law.

Shimon previously served as Senior Deputy Legal Advisor at the Israeli Ministry of Defense, retiring in 2019 following 43 years’ service. During his career, Shimon’s areas of focus were international G2G transactions, governmental joint-venture R&Ds, governmental MOUs, defense and security agreements, and so forth. Particular focus was on the development of the defense G2G concept, strengthening the Israeli defense industry’s capabilities for the benefit of the Israel Defense Forces (IDF).
