Bio

Shiri Ish Shalom is a partner in the Project Finance practice group of the firm’s Banking & Finance Department. She has extensive experience as a commercial lawyer, specializing in public tenders, PPP projects, project finance, banking & finance, and cross-border transactions.

Shiri represents and advises governmental authorities and agencies, financial institutions, concessionaires and project companies across multiple sectors and industries, including infrastructure, construction, transportation, and renewable energy.

Having started her career at Melcer & Co., where she regularly advised the State of Israel and other governmental entities in various international tenders and BOT/PFI projects, Shiri later worked at Zahavi, Blau & Co., where she advised the Israel Land Authority and the Ministry of Finance (governmental housing unit) in the issuance, development, handling and financing of complex PFI construction projects.

Shiri joined the firm in the year 2020, and became a partner in 2023.

EXPERIENCE HIGHLIGHTS

  • Represented the inter-ministerial tender committee of the Ministry of Finance and the Ministry of Environmental Protection in PPP tenders for the finance, construction, operation, and maintenance of waste treatment projects.
  • Represented the General Accountant and Netivei Israel – the National Transport Infrastructure Company Ltd., in a PPP project for the finance, construction, operation, and maintenance of a supplementary international airport.
  • Represented NTA – Metropolitan Mass Transit System in tenders for the management of the Tel Aviv Metropolitan Metro Network.
  • Served as a legal adviser to financial entities and entrepreneurs in the energy field, including representation of the consortium awarded the tender published by the IEC for the purchase of the Alon Tavor power plant.
  • Served as a legal adviser to financial entities and entrepreneurs in photo voltaic projects.
