Tomer Gur specializes in planning and zoning law. With outstanding problem-solving skills within tight timelines, and renowned for his ability to achieve success in seemingly lost cases, Tomer has achieved numerous precedents in his name at the Supreme Court in the areas of planning and construction. 

Offering a comprehensive suite of services to both private and public entities in planning and construction, Tomer excels in representation across judicial and planning instances. His expertise extends to providing legal counsel in the early stages of projects, overseeing strategic management and tactics to pre-empt obstacles, and engaging in tax planning. Tomer also represents clients before the Objections Committee, particularly concerning payments to the Israel Land Authority. His practice spans the entire spectrum of planning and building law, encompassing planning, licensing, litigation, and more, with a significant presence in District Courts and the Supreme Court.

Tomer’s distinctive proficiency extends to economic aspects related to planning and construction, addressing issues such as betterment levies, compensation claims, and payment of lease/permit fees to the Israel Land Authority.

Beyond his legal practice, Tomer lectures at the Center for Local Government, and serves as an investigator hearing objections on behalf of the Ministry of the Interior.

Having graduated from the Hebrew University of Jerusalem in 2005 with a double major in law and Spanish studies, Tomer was admitted to the Israel Bar in 2006. He joined the firm in 2021 as a partner, and became a partner in 2014.

EXPERIENCE HIGHLIGHTS

  • Represented a number of leading private and public companies – including Melisron, Ofer Investments, AZO-REIT Properties, G City (formerly Gazit Globe), Rasco, Delek Properties, and more – in planning proceedings and betterment levy proceedings in relation to land worth hundreds of millions of shekels.
  • Represented plaintiffs, local committees and infrastructure bodies in dozens of compensation claims alleging damage to real estate under section 197 of the Planning and Building Law, in sums of hundreds of millions of shekels.
  • Represented the Israel Airports Authority in planning, licensing, compensation and betterment proceedings.
  • Represented the Weizmann Institute in complex planning processes.
  • Conducted investigations on behalf of the Ministry of the Interior in relation to a series of master plans.
